Dear Mr. Fitzpatrick:

On May.14, 1998, the NRC completed initial operator license retake examinations at your

Donald C. Cook Nuclear Energy Center.

The license applicants'erformance

evaluations were

finalized on June 5, 1998. The enclosed report presents the results of that examination.

Retake examinations were administered to two Senior Reactor Operator license applicants and

two Reactor. Operator applicants that failed the initial examination administered in July 1997.

Allapplicants passed the retake examinations and were issued Senior Reactor Operator or

Reactor Operator licenses.

During the examination the NRC examiners noted a marked improvement in applicant

performance in several areas determined to be significant weaknesses

during the July 1997

examination.

Communications skills, RO use of and compliance with station operating

procedures,

and SRO command and control were areas of improvement.

Due to the small

sample size and lengthy preparation time available to these applicants, this cannot be

considered an accurate assessment

of the current quality of your initial license training

program, but rather an indication of improvements occurring in the training program.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the

enclosures to this letter will be placed in the NRC Public Document Room.
