Dear Mr. Sampson:
In the NRC letter dated May 7, 1998, we notified you of our plans to conduct a predecisional enforcement conference to discuss four programmatic areas of concern revealed through recent inspection findings. To ensure effective communication during this conference, we have preliminarily grouped the apparent violations contained in the four inspection reports referenced in our May 7 letter into those programmatic areas.
The groupings are listed below. The violations are listed by EEI numbers which are located in the back of each of the reports indicated.
