Dear Dr. Murley:
This letter and its attachments are provided in response to the NRC Safety Evaluation Report (SER) dated August 29,
- 1989, and the Supplemental Safety Evaluation Report dated November 28,
- 1989, issued for the Second 10-Year Inservice Test (IST) Program for pumps and valves at the Donald C.
Cook Nuclear Plant.
This submittal provides the additional technical justification and suggested revisions agreed upon in a meeting between the NRC staff and AEPSC on November 8, 1989.
The attachments to this letter are as follows:

C The first three attachments contain the revised IST Program for the second 10-year interval for pumps and valves.
This submittal replaces the IST Pumps and Valve Program submitted in AEP:NRC:0969H dated October 5, 1987.
A brief summary of the changes that have been made to the IST Pump and Valve Program are contained in the fourth attachment.
The attachment has been divided into three sections with the first pDR ADDCK 050003Ui5 F'

E. Murley AEP:NRC:0969R section responding to Enclosure 3 of the Supplemental Safety Evaluation Report dated November 28, 1989.
The second section addresses the revisions made to the program for clarification and consistency to alleviate anomalies identified in the Safety Evaluation Report dated August 28, 1989.
Section 3 addresses additional refinements that have been made as a result of the latest review of the program.
This letter has been reviewed by the Plant Nuclear Safety Review Committee and will be by the Nuclear Safety and Design Review Committee at its next regularly scheduled meeting.
This letter has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
