Dear Dr. Murley:
Please be advised that, effective September 10,
- 1987, Indiana Michigan Electric Company formally changed its name to "Indiana Michigan Power Company."
This change does not in any way affect or alter the company's
- assets, financial condition, corporate structure or corporate organization.
It is a change in name only.
We hereby request that all future correspondence to the licensee reflect the new name.
We also request that both operating licenses for the Donald C.
Cook Nuclear Plant (Docket Numbers 50-315 and 50-316),
as well as all previously submitted documents (such as the D.
C.
Cook Plant Emergency Plan, Modified Amended Security Plan, and FSAR) remain valid.
We believe that the names are sufficiently similar to preclude any misidentification and therefore a submittal of documents for the purpose of changing these names is not warranted.
Because of this change, we propose to change the operating licenses for both units by adding the following:
"In all places of this
- license, the reference to the Indiana and Michigan Electric Company is amended to read 'Indiana Michigan Power Company.'"
Proposed revised pages for the licenses are contained in the attachment to this letter.
We believe that the proposed change will not result in (1) a significant change in the types of effluents or a significant increase in the amounts of any effluents that may be released offsite, or (2) a significant increase in individual or cumulative occupational radiation exposure.

--and thus does not (1) increase the probability or consequences of an accident previously evaluated, (2) create the possibility of a new and different type of accident, or (3) involve a significant reduction in a margin of safety.
- Thus, we believe the proposed change does not involve a significant hazards consideration as defined in 10 CFR 50.92.
Further, in Volume 42, No. 87, p.
14870 of the Federal Register (April 6, 1983),
the NRC has made specific note by example that a proposed amendment to an operating license for a facility will likely be found to involve no significant hazards considerations if the operation of the facility involves "... (i) A purely administrative change [in] technical specifications...."
We believe this example to be applicable in this case, although the change is to our actual license vs. to the Technical Specifications.
This change has been reviewed by the Plant Nuclear Safety Review
. Committee (PNSRC),
and will be reviewed by the Nuclear Safety and Design Review Committee (NSDRC) at their next regularly scheduled meeting.
In compliance with the requirements of 10 CFR 50.91(b)(1),
copies of this letter have been transmitted to Mr. R.
C. Callen of the Michigan Public Service Commission and Mr. G. Bruchmann of the Michigan Department of Public Health.
Pursuant to the requirements of 10 CFR 170.12(c),
we have enclosed an application fee of $150.00 for the proposed change.
This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
