Dear Dr. Murley:

Our letter dated March 26, 1987 (Reference 1) transmitted proposed Technical Specification (T/S) changes for the Unit 1 Cycle 10 reload, related Unit 2 proposals, and other miscellaneous changes. A portion of the T/S changes proposed in our March 26, 1987 letter (those needed to support the Unit 1 Cycle 10 reload, and several related Unit 2 changes) were granted in a letter from your staff dated June 10, 1987 (Reference 2). Discussions were held with the NRC staff on July 21, 1987 concerning clarifications which were necessary to the NRC safety evaluation report (SER) which was included in the NRC letter of June 10, 1987. At the staff's request, this letter is being submitted to document the clarifications we discussed.

1. Moderator Tem erature Coefficient Changes to T/S 3.1.1.4 (Moderator Temperature Coefficient) were requested in our letter of March 26, 1987 for both units, not just for Unit 1 as indicated in the SER The Unit 1 changes were granted

in the NRC letter of June 10, 1987. We request that the Unit 2 changes be issued when the balance of the T/S changes proposed in our March 26, 1987 letter are granted.

2. Increase in Boron Concentration Our letter of March 26, 1987 proposed to increase the Modes 1 through 4 minimum refueling water storage tank temperature (T/Ss 3/4.1.2.8 and 3/4.5.5) for Unit 1 from 70 F to 80 F. Although boron solubility would be expected to be enhanced at the higher temperature as indicated in the SER, the primary reason for the change was to achieve consistency with the Unit 2 T/Ss, which already required a minimum temperature of 80 0 F.
3. Mode 6 Boron Concentration Our letter also proposed to increase the Mode 6 minimum boron concentration from 2000 ppm to 2400 ppm for both units. Your staff's response granted the change for Unit 2, but not for Unit 1.

The change is still desired for Unit 1, for the sake of maintaining consistency between the units. We,.therefore request that the Unit 1 change be issued when the balance of the T/S changes proposed in our March 26, 1987 letter are gr'anted. -"
