PLANT PERFORMANCE REVIEW (PPR) - D.C. COOK
Dear Mr. Fitzpatrick:
On October 22, 1997, NRC Region III management and staff completed the semiannual Plant Performance Review (PPR) of D. C. Cook. The Region conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety performance.
The results are used by regional management to facilitate planning and allocation of inspection. resources.
The PPR for D. C. Cook involved the participation of all Region III technical divisions as well as responsible NRR staff, in evaluating inspection results and safety performance information for the period from March through September 1997.
PPRs provide regional management with a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment of Licensee Performance (SALP) and senior management meeting (SMM) reviews.
The PPR focused on recent problems at D. C. Cook, including the findings of an NRC Architect Engineer (AE) inspection and NRC identification of fibrous material inside containment.
These issues led to the issuance of Confirmatory Action Letter (CAL) No. Rill-97-011 on September 19, 1997. The PPR determined that additional inspection activities are warranted.
As a result, a special inspection to review the fibrous material in containment issue has been ongoing, and followup inspections to the CAL and AE team findings willbe performed.
This letter advises you of our planned inspection effort resulting from the D. C. Cook PPR review.
The information is provided to enable appropriate consideration of the resource impact on your staff, and to permit scheduling conflicts and personnel availability issues to be resolved in advance of inspector arrival onsite. The enclosure details our inspection plan for approximately the next 6 months.
The rationale or basis for each inspection outside the core inspection program is provided so that you are aware of the reason for emphasis in these program areas.
Resident inspections are not listed due to their ongoing and continuous nature.
