Dear Mr. Denton:
This letter provides a preliminary response to Mr. S. A. Varga's letter dated December 19,
- 1983, which transmitted to Mr. John E. Dolan of'he Indiana 5 Michigan Electric Company (IMECo) the NRC's preliminary Safety Evaluation (SE) of the Inadequate Core Cooling Znstrunsntation (ICCI) system for the Donald C. Cook Nuclear Plant Unit Nos.
1 and 2.
More specifically, Mr. S. A.
Varga's letter requested that we provide a schedule for submission of additional. information on the subject XCCI system, whioh oonsists of' Reactor Vessel Level Instrumentation System (RVLIS), Core Exit Thermocouples (CETs),
and a Subcooling Margin Monitor (SMM).
We believe that we can best respond to the concerns outlined in the preliminary SE via transmittal to the NRC, in July 1984, of an ICCI system status report.
Zn particular, the report we will submit during July 1984 will address the items included in Enclosure 1 of Mr. S. A. Varga's letter referenced above.
The July 1984 report will be in addition to the status report on Regulatory Guide 1.97 items which will be transmitted to your off'ice in February 1985.
We also note that the NRC's.preliminary SE requested that ten (10) milestones relating to implementation of'he RVLZS, as outlined in Enclosure 2
to the SE, be incorporated into the implementation schedule for the Donald C.
Cook Nuclear Plant.
These milestones will be considered in the preparation of the July 1984 status report, along with the schedule we have already defined for implementation of upgraded Emergency Operating Procedures t.see our letter No. AEP:NRC:0773D, dated January 30,
- 1984, Mr. M. P. Alexich (IMECo) to Mr. H.
R. Denton (NRC)].
Any special items which we may believe to require regulatory interpretation/review will also be identified in the July 1984 status report.
