Dear Mr. Denton:

This is to confirm our June-28-,

1983, conversation with your staff wherein we informed them that as a result of the recent unscheduled outage of Unit No..2 of the Donald C. Cook Nuclear Plant, we have performed our Technical Specification Surveillances earlier than originally planned.

This has caused a change in the schedule that we discussed in our above-referenced letter concerning the physical installation, pre-operational testing, monitor calibration and alignment of the iodine monitors being installed on the Main Condenser Steam Jet Air Ejectors (SJAE) and Gland Steam Leak Off (GSLO).

Since these activities cannot be completed until the Unit is operating, it is required that we extend our estimated target date for having operational monitors available until approximately one week after Unit No.

2 returns to service (the Unit is currently scheduled to return to service on July 7, 1983).

A second change in our schedule refers to completion of the work on the Unit No. 2's vent monitor that we referred to in our May 27, 1983 letter.

We had initially intended to complete that work during the Technical Specification Surveillance outage which was to take place after the upcoming Unit No.

1 refueling outage.

Because of the unscheduled nature of the Unit No.

2 outage mentioned at the beginning of this letter, we are not prepared to do the required work at this time.

We have, therefore, modified our plans so that the current work on the Unit No. 2's vent monitor will be completed at the end of the Unit No.

1 Refueling outage> currently scheduled to begin on 15 July, 1983.

We have also advised your staff that although the radiation monitors on the SJAE and GSLO for both Units 1 and 2 will be operational, we anticipate continuing to have moisture problems which will require maintenance and/or modification for a considerable length of time.

In. the judgment of our personnel, it may take up to one year before we have completed final modifications to the system.

The reason for this time frame is that.the performance of these monitors is likely to be seasonally dependent, and adjustments may be required to accommodate weather conditions.

In order to assure that you receive this letter on a timely basis, our normal Corporate procedures have been bypassed.

We plan, however, to submit this letter to our normal review procedures and will inform you of any error or inaccuracy that we may find during the review process.
