Cook Nuclear Plant Unit No.
1 Docket Nos. 50-315 License Nos, DPR-58 REQUEST FOR RELIEF FROM TECHNICAL SPECIFICATION 3,5,2 Hr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Vashington, D.. C.
20555 Attention:
Mr. Steven A. Var,a
Dear Mr,
Denton:
This letter requests a three week extension of the relief period from the requirements of Technical Specification 3.5.2 in Modes 2
and 3 previously granted by Amendment No. 58.
This matter has been discussed with members of your staff.
As explained in our letter of September 7,
1982 (AEP:NRC:0739) we are repairing Unit No. 1's North Safety Injection Pump which was damaged during a test on August 14, 1982.
At that time we believe that we could repair the pump within one week beginning at the time the Unit entered Mode 3 and had only requested relief of T/S 3.5.2 to waiver its requirement to have two Safety Injection (SI) pumps operable in Modes 2
and 3 for a one week period.
The NRC granted this relief of T/S 3.5.2 by Amendment No. 58 issued on September 9,
1982.
The current relief of
'" the requirements of T/S 3.5.2 expires Saturday, September 18, 1982.
Our repair efforts have not been completed and the SI pump will be unavailable for a longer period of time.
In order to give us sufficient time to finish the current work and prove the operability of the pump we need to extend the previous waiver of the requirements of T/S 3.5.2 for three additional weeks.

2 AEP::0739B Attachment 1 to our letter of September 7,
1982 contains a
safety evaluation to allow plant operation at the current limitation of 5/ power (Mode 2).
The conclusion of this safety ev'aluation is that if we were to lose the remaining operable SI pump sufficient margin would still exist to the limits specified in 10 CFR 50,46, This conclusion remains valid and extending the relief of T/S 3.5.2 for an additional three weeks is not detrimental to the health and safety of the public.
We would appreciate the expeditious processing of this request by your Staff.
1 AEPSC interprets 10 CFR 170.22 as requiring that a Class IT.
Amendment 1'ee be paid for the change, A check for an additional
$ 1,200 will be transmitted to you along with the fee payment for our September 7,
1982 request.
This Technical Specification relief request has been reviewed by the Cook Plant PNSRC. It will be reviewed by AEPSC's NSDRC at the next scheduled meeting.
Due to this letter bring written on short notice, it has not been prepared following our standard Corporate Procedures for such
- letters, We shall, however, review the letter according to our Corporate Procedu es and will inform you if any modification is required.
Very truly yours, RFH/os R, F, Hering Vice President CC ~
