Dear Mr. Denton:
This is to advise you that Indiana 8 Michigan Electric Company (IMECo) will be reloading the Donald C.
Cook Nuclear Plant Unit No.
2 in Cycle 4 with fuel supplied by Exxon Nuclear Company (ENC).
Cycle 4 is scheduled to start in November of 1982.
In, addition, we will also be applying for an increase in the reactor thermal power level of Unit No.
2 from its present limit of 3391 MWt to 3425 MWt.
This power up-rating request is to become effective for Cycle 4 start-up.
Submitting Or anization Date The following major licensing reports will be submitted to the NRC by IMECo and ENC in support of our application for operation with the ENC-supplied fuel and the power increase.
Action Justification for increased fuel exposure (Response to NRC letter to ENC dated August 17, 1981).
Modified ECCS Evaluation Model (ENC initiated action to modify its ECCS evaluation model in mid-1981; ENC letter to NRC dated September 21, 1981).

The documentation identified above will be responsive to the NRC guidance specified in Standard Review Plan Sections 4.2 (Fuel System Design), 4.3 (Neutronic Design), 4.4 (Thermal and Hydraulic Design, and appropriate portions of Section 15 (Accident Analysis).
Approval of Cycle 4 operation is needed by October of 1982 prior to the start of the fuel shuffle following Cycle 3 completion.
We would like to request to meet with appropriate members of your Staff on December 8, 1981 to discuss these matters in more detail.
We need to (1) assure that the content of our planned documentation is sufficient to meet licensing requirements, and (2) establish a firm schedule which will assure the timely fulfillment of our objectives for Cycle 4 of Unit No. 2.
Please advise us of the acceptability of this meeting date.
We will provide you with a proposed agenda for the December 8 meeting in the near future.
This document has been prepared following Corporate Procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
