This letter and its attachments respond to Mr. D.

G. Eisenhut's letter of November 20, 1980 regarding Technical Specification surveillance requirements for safety-related snubbers.

Attachment Nos.

1 and 2 contain the revised Technical Specification pages for D. C. Cook Unit Nos.

1 and 2, respectively.

As noted in the footnotes on page 3/4 7-23 of the Attachment to Mr.

Eisenhut's letter, the value "c" used in the determination of the number of snubbers to be tested was intended for use in plants with large numbers of safety-related snubbers

( +500).

Since each Unit of the Cook Plant utilizes approximately 100 safety-related

snubbers, those portions of the

'sample'echnical Specifications referring to "c" in Mr.

Eisenhut's letter have been deleted.

Similarly, since mechanical snubbers are not used in safety-related systems at Cook Plant, the

'sample'pecifications have been modified. to refer only to hydraulic snubbers.

Other minor modifications have been made to the

'sample'pecifications to accommodate insertion into the existing Cook Plant Specifications.

The Technical Specifications contained in Attachment No.

1 reference Specification 4.0.5 which does not exist in the present Unit No.

1 Specifications.

However, we plan to submit in the near future revisions.'o the Unit No.

1 Technical Specifications which will incorporate a Specification 4.0.5 very similar to the existing Unit No.

2 Specification.

Mr. Harold R. Denton AEP: NRC: 0504 The proposed Technical Specifications contained herein have been reviewed by the Plant Nuclear Safety Review Committee and the American Electric Power Service Corporation Nuclear Safety Design Review Committee.

As a result of these reviews, it has been concluded that implementation of the proposed Technical Specifications will not in any way endanger the health and safety of the general public.

Indiana 6 Michigan Electric Company interprets 10 CPR 170.22 such that no fee be required for this submittal.

This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
