Cb 1 Ical This letter responds to Mr. S. Varga's let'ter of September 8,

1981 concerning procedures and training for station blackout events and supplements the "Response to Item c" set forth in the attachment to our letter of July 7, 1981 (AEP:NRC:00537).

We have already in place a procedure entitled; "Loss of all Station AC Power" at Cook Plant.

This procedure is based on the Westinghouse Owners'roup (WOG) generic guidelines issued as part of the program for resolution of item I.C.1 of NUREG-0737.

We anticipate some modifications being made to this procedure as a result of the recent WOG seminar and plant specific in-formation regarding the operation of portable equipment and establishing an isolated emergency source of power to Cook Plant under blackout conditions in the AEP System grid.

We have developed a program to restore an offsite power source to Cook Plant under blackout conditions which would allow sufficient. power to run a centrifugal charging pump and a component cooling water pump (one train) for RCS inventory control while on natural circulation cooling following a station blackout.

Further, our. program to,restore offsite power can provide sufficient additional power to allow the operation of at least one Reactor Coolant Pump to accomplish a normal cooldown-using forced circulation following

-a station blackout.

We can establish an isolated and dedicated power source from within the Indiana 8 Michigan Electric-Company (I8RECO) System and/or interconnecting Company Systems.

This fulfills out commitment stated in the "Response to Item c" me~ forth in the attachment to our: letter, No;AEP:NRC:

Denton, Director AEP:NRC:00537B The procedure we have implemented, while coordinated with the above mentioned programs, allows for maintaining adequate core cooling and initiating a natural circulation cooldown in parallel with. trying to restore on-site AC power through the emergency diesel generators and offsite power through the grid.

We have not yet implemented formal operator training in this procedure.

However, the procedure is posted in the Control Rooms and the. operators have reviewed it so that it can be utilized in the unlikely event of a loss of all AC power.

We have also successfully tested one method of establishing an isolated dedicated power source>to'%he Cook Plhnt uti'fi'zing ISMECo's own Buchanan, Hydro Plant.

On this basis we believe that we have taken sufficient action in the interim to allow us the time needed to complete any necessary procedure modifications and formal operator training. It is anticipated that the final procedure will be developed by November 15, 1981 with formal training completed by December 31;<'e1'981'.
