Cook Nuclear Plant Units 1 and 2 TECHNICAL SPECIFICATION CHANGES FOR MODERATOR TEMPERATURE COEFFICIENT MEASUREMENT REQUEST FOR ADDITIONAL INFORMATION This submittal revises our AEP:NRC:1028A letter, dated July 26, 1994, in accordance with your staff's request of May 1, 1997. For your convenience, this xevision includes changes to reflect the approval of WCAP-13749-P-A, as well as new marked up technical specification (T/S) pages and proposed T/S pages that reflect changes made to our T/S since the original submission of AEP:NRC:1028A. The description of the proposed changes and analysis concerning signifiant hazards considerations submitted in our AEP:NRC:1028A letter remain valid.

Subsequent to the submission of AEP:NRC:1028A, an approved version of WCAP-13749-P-A was issued. Attachment 1 is a letter of clarification provided to the NRC by Westinghouse, dated March 18, 1997, entitled "Clarification of Individual Control Bank Worth Benchmaxk Criteria in WCAP-13749, 'Safety Evaluation Supporting the Conditional Exemption of the Most Negative Modexator Temperature Coefficient Measuxement'." Attachment 2 contains the existing T/S pages marked to reflect proposed changes.

Attachment 3 contains the proposed revised T/S pages.

In compliance with the requirements of 10 CFR 50.91(b)(1), copies of this lettex and its attachments have been transmitted to Mr. J. R. Padgett of the Michigan Public Service Commission, and the Michigan Department of Public Health.
