Dear Mr. Fitzpatrick:
On March 21, 1997, the NRC completed an inspection at your D. C. Cook, Units 1
and 2 reactor facilities. The enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted under your license as they
relate to radiation safety and to compliance with the Commission's rules and regulations
and with the conditions of your license.
Within these areas, the inspection consisted of
selective examinations of procedures and representative
records, interviews with
personnel, independent measurements
and observation of activities in progress.
Radiological controls were effectively implemented during the Unit 1 refueling outage and
the collective dose expended during the outage was reasonable for the work
accomplished.
In addition, your gaseous
and liquid radwaste program was well-
implemented.
One issue concerning your control room radiation monitor was identified. A
control function of this non-safety related monitor is to close the isolation dampers in the
air conditioning system and the toilet exhaust discharge.
However, this control function
has not been tested on a routine basis.
While this test was not required by technical
specifications, without this surveillance, you are unable to verify that this monitor is able
to perform its control function which is described in the Final Safety Analysis Report.
No violations of NRC requirements were identified during the course of this inspection.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter
and the enclosed report will be placed in the NRC Public Document Room.
