INTEGRATED INSPECTION REPORT 50-315/316-96005(DRP)

Dear Mr. Fitzpatrick:

On May 25,

1996, the

NRC completed

an inspection at your D. C.

Cook

& 2

reactor facilities.

The enclosed report presents

the results 'of that

inspection.

During the 6-week period covered

by this inspection period, your conduct of

activities at the D. C. Cook facilities was generally characterized

by

professional

and safety-conscious

performance.

However,

we are concerned

about the operator

performance

problems that were observed

during the period.

Two of the three non-cited violations discussed

in this report are associated

with licensed operator performance.

We are particularly concerned with the

Senior Reactor Operator

(SRO)

who left the Unit 2 control

room shortly after

he had

assumed

the watch which is

a violation of Technical Specification 6.2.2.

Although, the

SRO was absent for a brief, period it reflects

a lack of

attention to his responsibility in that position.

The operator

performance

problems

appeared

to be limited to one shift and your staff took actions to

correct the problems that resulted in the violations being non-cited.

We will

continue to monitor operator

performance to ensure that the actions taken will

prevent recurrence of the problems.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter, its enclosures,

and your response will be placed in the

NRC

Public Document

Room (PDR).
