SPILL NOTIFICATION The attached notification is forwarded for your.,information pursuant to Appendix B of the Donald C.
Cook Nuclear Plant Environmental Technical Specifications.
The subject of this notification concerns an oil "spill" resulting from oil vapor from the unit 2 hydrogen seal oil vapor extractors accumulating on the turbine building roof and subsequently being washed down the roof drains to the storm water system.

Dear Mr. Morley:
The following notification is being performed per Storm Water General Permit MIR70P008, Part ll. Section A.3. Spill Notification.
On May 10, 1996 at 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br />, plant personnel were performing the semiannual Storm Water Pollution Prevention inspection tour. Asmall oil sheen was discovered coming from Outfall 002S.
Further inspection revealed the source of the oil to be a small accumulation of approximately 5 gallons on the turbine building roof. An estimated 1
gallon of oilwas washed down the roofdrains to the Storm Water system.
The release was a result of oil vapor accumulating on the roof from the UnitTwo hydrogen seal oil vapor extractors. Astrong rainstorm during the early morning on May 10, 1996 caused some oil to.be washed past protective oil collection booms and enter the Storm drains.
The spilled oilwas cleaned up and fresh oil collection booms were placed on the turbine
~ roof, the downstream storm drains and at the Outfall 002S.
Adesign modification has been submitted to prevent any similar occurrences from happening.
Modifications to the Storm Water Pollution Prevention Plan are being made to improve the existing controls to prevent a recurrence ofthe event as required in Part 1.B. ofStorm Water General Permit MIR70P008.
