Dear Mr. Miller:

Enclosed is a copy of the final report for the May 9, 1995, p3,ume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Donald C. Cook Nuclear Power Station. The State of Michigan and Berrien County participated in this exercise. The Indiana Michigan Electric Power Company also participated. The final Standard Exercise Report Format (SERF) has been prepared, in accordance to guidance, by staff of this region. My staff will provide copies of this report to the State of Michigan.

Two Deficiencies and seven Areas Requiring Corrective Action (ARCAs) were identified for Berrien County during the May 9, 1995, exercise. The County was cited under Objective 10, for failure to activate the sirens and broadcast an emergency message within 15 minutes and Objective 11, for failure to broadcast an evacuation message instead of a sheltering-in-place message.

Additionally, the County identified the wrong reception center.

During the August 16, 1995 Donald C. Cook Remedial Offsite Exercise, both Deficiencies (Issue 15-95-10-D-01 and Issue 15 11-D-02) and on'e of the seven ARCAs (Issue 15-95-03-A-01) were successfully demonstrated.

Based on the, results of the May 9, 1995 exercise, and the August

,16, 1995 remedial offsite exercise, the offsite radiological emergency response plans and preparedness for the State of Michigan and affected local jurisdictions, site-speci;fic to the Donald C. Cook Nuclear Power Station, can be implemented. Th'ese plans are adequate to provide'easonable assurance that appropriate measures can be taken offsite to protect the health 5nd safety of the public in the event of a radiological, emergency at the site. Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Michigan site-specific to the Donald C. Cook Nuclear Power Station, granted on September 28, 1983, will remain in effect.
