Donald C. Cook Nuclear Plant Units 1 and 2 ADDITIONAL MODIFICATIONS FOR TECHNICAL SPECIFICATION CHANGE REGARDING DELETION OF COMPONENT CYCLIC OR TRANSIENT LIMIT TABLE Our previous letters AEP:NRC:0980U,, dated November 12, 1993; AEP:NRC:0980V, dated November 18, 1994; .and AEP:NRC:0980W, dated May 30, 1995, proposed to delete technical specification (T/S) 5.9.1 and T/S Table 5.9-1 (Unit 1)'and T/S 5.7.1 and T/S Table 5.7-1 (Unit 2), entitled "Component Cyclic or Transient Limits." The letters proposed to relocate these T/S requirements to the Updated Final Safety Analysis Report (UFSAR), and to include the component cyclic or transient limits as one of the programs required to be maintained by T/S 6.8.1. Pursuant to a request by your staff, this letter proposes an additional T/S change associated with deletion of the component cyclic or transient limits table. Specifically, we are proposing to designate the applicable UFSAR section (4.1) in T/S 6.8.1.

This additional change is considered to be administrative in nature, submitted at the request of your staff. As such, our 10 CFR 50.92 evaluation provided in our letter AEP:NRC:0980U remains valid.

The pages affected by the proposed change are also impacted by AEP:NRC:0692CX, dated June 20, 1995. However, this proposed change is in addition to, and does not supersede, our previous submittal letter.

U. S. Nuclear Regulatory Commission AEP:NRC:0980X Page 2 contains the additional current T/S pages, marked to reflect the proposed change. Attachment 2 contains the additional proposed, revised T/S pages.

The proposed change has been reviewed by the Plant Nuclear Safety Review Committee and will be reviewed by the Nuclear Safety and Design Review Committee at its next regularly scheduled meeting.

In compliance with the requirements of 10 CFR 50.91(b)(l), copies of this letter and its attachments have been transmitted to the Michigan Public Service Commission and to the Michigan Department of Public Health.
