Spill Notification.
On June 30.,
1995 ac 0900
- hours, plant personnel were excavating an area near the East Sewage,Plant's.
effluent..~
discharge line as part of the installation of new sequencing batch reactor facility.
During excavation, a
flexible pipe coupling on the effluent. line failed, and appxoximately 200 gallons of treated sewage 'effluent leaked to the ground.
The leak was caused by the settling of an 8" steel pipe during the exploratoxy excavations.
The steel pipe and isolation valve had dropped approximately 10 inches lower than the effluent pipe.
This caused the pipe to pull away at the 'lexible coupling, resulting in the leak.
Sewage Plant operations personnel secux'ed flow to effluent line and, utilized the Sewage Plant surge tank to pxevent further discharge through the line.
The spilled. effluent readily seeped into the ground at the excavation.
Two portable pumps wex'e then used, to pump the Sewage Plant
. effluent to the effluent liftstation, bypassing the pipe 1eak unti1 repairs could be made.
A new section of piping was;~called and the noxmal system lineup was restoxed at 16:37.:.. hrs..
The system was declaxed operational ht 17:00 hrs":on-6/30/95.
