SUBJECT:

DONALD C.

COOK NUCLEAR PLANT, UNIT NO.

2 ASME SECTION XI RELIEF FOR FEEDWATER ISOLATION VALVE 2-FHO-203 (TAC NO. H91278)

Dear Hr. Fitzpatrick:

By letter dated January 5,

1995, you requested relief from the requirements of the ASHE Section XI Code in order to allow deferral of the repair of a minor leak that developed in the body of main feedwater isolation valve 2-FH0-203.

Subsequently, on January 31,

1995, you requested relief from the requirements of ASME Section XI in order to allow a non-code repair of the leak in the body of 2-FMO-203.

Our review of your submittals and other supporting documentation indicates that the subject valve is not safety related and therefore, relief from ASHE Section XI is not required.

We understand that you included the valve in your IST program as a matter of good practice and not because of any requirement to do so.

Although our determination of the nature of the valve would allow you to perform the non-code repair, the staff has not reviewed the details of the design and, therefore, will not comment on its adequacy.

If you have any questions on this issue please contact me at (301) 415-3017.

Sincerely, Original signed by Docket No. 50-316 cc:
