This refers to the routine safety inspection

conducted

by Messrs.

J.

Isom,

D. Hartland,

C. Orsini,

W. Pegg, J. Belanger,

and V. Lougheed of this office

from March 21 through

May 15,

1995.

The inspection

included

a review of

activities at your Donald C.

Cook Nuclear Plant, Units

1 and 2.

At the

conclusion of the inspection,

the findings were discussed

with those

members

of your staff identified in the enclosed report.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted of a selective

examination of procedures

and representative

records,

observations,

and interviews with personnel.

No violations of NRC requirements

were identified during this inspection.

The areas

examined during the inspection

included

a review of D.C. Cook'

Generic Letter 89-10 motor operated

valve

(MOV) program.

We found that your

engineers

have

made progress

toward

MOV program closure.

However,

two major

impediments

remained.

The first impediment

was the poor justification of the

valve factors applied to non-differentially pressure

tested

valves.

The

second

impediment

was the poor documentation

available to demonstrate

the

design basis capability of GL 89-10

MOVs.

If you determine that these

concerns will change

the currently docketed

commitment date for GL 89-10 program closure,

then

a schedule

extension

request

must

be prepared

in accordance

with the guidance

provided in GL 89-10,

Supplement

and submitted at the earliest possible time.
