2 REACTOR VESSEL HEAD PENETRATION CRACKS (TAC NO. H90712)
Dear Hr. Fitzpatrick:
By letter dated October 26,
- 1994, you submitted your control rod drive mechanism (CROM) reactor vessel head penetration assessment related to three cracks which were found in a CROM penetration on Cook Unit 2 during an inspection in October 1994.
The staff has completed its review of the submittal.
You had Westinghouse Electric Corporation conduct an analysis of the cracks and concluded that the cracks were bounded by an earlier analysis conducted by Westinghouse as reported to the NRC in WCAP-13565, "Alloy 600 Reactor Vessel Head Adaptor Tube Cracking Safety Evaluation."
In addition, you had Westinghouse calculate the amount of crack extension that would occur by the end of the next operating cycle and determined that the cracks would still be bounded by the WCAP-13565 safety evaluation.
Based on the information submitted, the NRC staff has concluded that the submittal is acceptable.
The flaws observed in the CROM penetration are smaller than the criteria proposed by NUHARC (now the Nuclear Energy Institute).
The crack growth projections are conservative based on laboratory data and field experience.
The flaws are not expected to exceed the NUHARC flaw size criteria by the end of the next operating cycle.
Therefore, Indiana Michigan Power Company can operate the plant until the next refueling outage.
The enclosed safety evaluation provides the details of our evaluation.
