Dear Hr. Fitzpatrick:
The NRC conducted a control room habitability survey at your facility in September of 1986.
That survey raised questions on the capability of the control room to demonstrate conformance with GDC 19 due to certain conditions which were identified during the visit.
By letter dated October 11,
- 1988, you submitted a control room dose analysis which indicated that the D.

Cook control room dose exceeds the limits of General Design Criterion (GDC) 19 of 10 CFR Part 50 Appendix A.
Subsequently, you developed a plant-specific five percentile atmospheric dispersion term (g/g) and recalculated the analysis to demonstrate that the doses to control room operators in the event of an accident would not exceed the limits of GDC 19.
The output of the calculation was an equation which represents the maximum allowable amounts of filtered and unfiltered control room air inleakage for compliance with the GDC 19 (5 rem whole body, 36 rem thyroid, and 30 rem skin).
This equation was incorporated into a plant surveillance procedure which is used to demonstrate operability of the control room ventilation system.
By letter dated September 28,
- 1994, you stated that the revised analysis had been performed and was available for review at your offices.
Based on the above, at this time we do not consider your control room ventilation system to be inoperable.
We do,
- however, consider a review of your analysis to be necessary to resolve the concerns raised by the habitability survey.
Therefore, please submit a copy of your analysis demonstrating compliance with GDC 19 for our review within 30 days of receipt of this letter.
Upon receipt of the analysis we will open a
new TAC for the review and consider the work under TAC Nos.
H67784 and H67785 to be completed.
