This refers to the routine safety inspection

conducted

by messrs.

J.

Isom,

D. Hartland,

C. Orsini,

D. Shepard,

H. Huber, J. Schapker,

and

R.

Paul of this

office from August 13,

1994, through September

23,

1994.

The inspection

included -a review of activities at your Donald C.

Cook Nuclear Plant, Units

1

and 2.

At the conclusion of the inspection,

the findings were discussed

with

those

members of your staff identified in the enclosed report.

You are required to respond to this letter and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should

document the specific actions

taken

and

any additional

actions

you plan to prevent recurrence.

After reviewing your response

to this

Notice, including your proposed corrective actions

and the results of future

inspections,

the

NRC will determine whether further

NRC enforcement

action is

necessary

to ensure

compliance with NRC regulatory requirements.

In addition, other activities appeared

to be in violation of NRC requirements.

However,

as described

in the enclosed

inspection report,

you identified this

violation,

and to encourage

and support licensee initiatives for self-

identification and correction of violations, the violation is not being cited

because

the criteria specified in Section VII.B(2) of the "General

Statement

of Policy and Procedure for NRC Enforcement Actions," (Enforcement Policy,

10 CFR Part 2, Appendix

C (1994)),

were satisfied.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted of a selective

examination of procedures

and representative

records,

observations,

and interviews with personnel.

Based

on the results of this inspection,

certain of your activities appeared

to be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice).

The violation is of concern

because failure to. remove

action request

(AR) tags

from repaired

equipment

could inhibit plant personnel

from initiating new ARs when equipment

problems recur.

In addition, failure

to remove the tags could result in an inaccurate

assessment

by operators of

the condition of plant components.

We are also concerned that

gA audits

and

surveillances

performed in 1993 noted similar discrepancies

with AR tags,

including failure to remove

AR tags

from components

in the auxiliary

and

tur bine buildings

as well as the control

rooms.
