September 29, 1994 Thank you for your 10 CFR 50.54(a) submittal dated Hay 23,

1994, which incorporates changes in your Quality Assurance Program description (QAPD).

We have reviewed the changes associated with this submittal.

Questions regarding reductions in commitment identified during our review were discussed between Hr. F. Haura of this office and Hr.

P. Barrett of, your staff during telephone conferences on September 23 and 28, 1994.

Among the reductions in commitment

-was an exception to ANSI N 18.1 which relieved the Operations Superintendent from having an SRO license provided another member of management in the Operations Department, above the Shift Supervisor level, holds an SRO license.

This reduction is acceptable and will provide consistency between the QAPD and the Technical Specifications.

Another reduction identified during our review applied the ANSI N45.2.6 inspection program only to major modifications and non-routine maintenance work performed by contractors on safety-related equipment.

This reduction is not acceptable.

As stated in your letter dated December 23, 1986, your commitment is to inspect all contractor activities using inspectors qualified and certified to ANSI N45.2.6.

We conclude that your submittal revisions, with the exception of the one regarding inspection of contractor work on safety-related equipment, continued to meet the requirements of 10 CFR Part 50, Appendix B, and are acceptable.

" If there are changes to QA commitments existing in docketed correspondence outside of the Quality Assurance Program description, you are obligated to notify this office.

We appreciate your timely submittal of information required by 10 CFR 50.54(a).
