VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS REGARDING SHIELD BUILDING ROOF CHANGES (LAR-16-031)(EPID NO. L-2017-LLA-0150)
Dear Mr. Whitley:
In response to your application dated November 30, 2016, as revised by letters dated June 16, and October 6, 2017, titled, Shield Building Roof Changes, and designated as License Amendment Request (LAR)16-031, the U.S. Nuclear Regulatory Commission has granted the enclosed exemptions and issued the enclosed Amendments Nos. 106 and 105 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP)
Units 3 and 4, respectively. The application revises the plant-specific Tier 1 information and corresponding changes to COL Appendix C, plant-specific Design Control Document (DCD)
Tier 2* and associated Tier 2 material incorporated into the VEGP Updated Final Safety Analysis Report, by revising the design details for the shield building roof, tension ring, and air inlets and removing tie rods.
The exemptions allow a departure from elements of the certified information in Tier 1 of the AP1000 Certified DCD, as specified in LAR-16-031. These exemptions are related to, and necessary for the granting of the amendments, which are being issued concurrently with these exemptions.
A copy of the related safety evaluation, which includes the evaluation of the amendments and exemptions, is also enclosed. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
