Dear Mr. Russell:
The purpose of this letter is to provide for your review and approval in accordance with Regulatory Guide 1.101, a proposed revision to the Donald C.
Cook Nuclear Plant Emergency
- Plan, Section 12 '.5, "Emergency Classification System" (attachment 1).
The purpose of this revision is to incorporate emergency action levels (EALs) which are based on the methodology outlined in NUMARC/NESP-007 "Methodology for Development of Emergency Action Levels" (Rev.
2 Jan. 92).
The proposed changes will also be incorporated into implementing procedure PMP2080
~ EPP.101, "Emergency Classification."
These proposed EALs have been discussed with personnel from the State of Michigan and Berrien County.
Letters of concurrence from each of these parties agreeing to adoption of the NUMARC EALs are included as attachment 2

The proposed EALs have been reviewed in accordance with 10CFR50.54(a),
and have been determined not to decrease the effectiveness of the emergency plan.
Attachment 3 is the "Donald C.
Cook Nuclear Plant E-Plan Classification vs NUMARC/NESP-007 Deviation Basis Document."
This document contains the technical bases for the
- EALs, including justification for any deviation from the NUMARC/NESP-007 guidelines.
