SUBJECT:

COOK NUCLEAR PLANT, UNITS 1

AND 2 AMENDMENT REQUEST TO INCREASE HAIN STEAN SAFETY VALVE TOLERANCE (TAC NOS.

H84979 AND H84980)

On November ll, 1992, you submitted an application for an amendment to the Technical Specifications (TS) which, in part, reflected an increased main steam safety valve tolerance of i 31'.

The staff is currently reviewing your submittal.

The staff has determined that in order to approve any request to increase TS safety valve tolerances, it is necessary to include in the valve TS surveillance requirement a statement that any valve setpoint found outside the i 1X range will be reset.

This will provide reasonable assurance that any setpoint drift occurring will not continue substantially outside the analyzed range.

You have already proposed that this be included in the TS bases however, this statement should also be included in the appropriate TS surveillance requirement.

'f you have any questions regarding these

items, please contact me on 301-504-1355.
