Dear Dr. Murley:

The purpose of this letter is to request an exemption from administering the operational portion of the annual operator requalification examination in January February, 1994.

We have discussed this testing change with the Region III Operator Licensing Staff and were advised to request this exemption.

We will administer the operational portion in the May June,

1994, time frame.

Upcoming refueling outage modifications to the Cook Nuclear Plant control rooms necessitate a change in our requalification program curriculum in order to prepare our licensed operators for a

successful restart of Unit 1 following these modifications.

In order to accomplish the necessary training related to these modifications, we propose to move the operational examination portion of the annual requalification examination to a period following start-up of Unit 1.

The written examination, including static and in-plant JPMs, will remain as previously scheduled during January February, with only the operational portion delayed until May June, 1994.

The operational examination will be administered on schedule in

January, 1995, which will be consistent with the annual examination requirement cited in 10 CFR 55.59(a)(2).

The modifications mentioned above include replacing all control room Foxboro controllers with Taylor model 30 controllers, which provide the same or similar controller functions and indications.

Further, the facility plans to initiate a control room redesign modification which will alter the control room arrangement and orientation.

The controller modification has been installed in our site specific simulator, and the control room redesign will be 3190 8 04009731 400 PDR ADOCK 05000315 U

These modifications will be implemented in Unit 1

during the next scheduled refueling outage (February April, 1994).

Movement of the operational examination willprovide more simulator training time prior to Unit 1 start-up.

This, in con)unction with our change in curriculum, will better prepare our operating staff for the start-up of Unit 1 and the administration of the annual operating examination.

This 55.11 exemption request is submitted pursuant to 10 CFR 55.9

and, as such, an oath statement is attached.
