MANAGEMENT ACTIONS:

Regular meetings and surveillances are conducted with the laboratory, collection site(s),

and Medical Review Officer(s) to assure consistent and effective implementation of the FFD Program.

Communication and direction relating to FFD Program implementation with collection site personnel,

MROs, Employee Assistance Program Providers, quality control provider and psychological assessment personnel is conducted by the FFD Program Coordinator, Plant Security Department.

3 ~

Test results are reported by AEPSC and Indiana Michigan Power Company MROs directly to the FFD Program Coordinator.

The previous five FFD manuals (Cook Plantg Contractor, AEPSCg Indiana Michigan Power Co. [St. Joseph Division and Fort Wayne General Office))

have been consolidated into one to assure consistency in program requirements and implementation.

Quantitative cut-off values for benzodiazapines and barbiturates have been changed from 300 ng. to 200 ng.

as a result of EMIT screening'ystem changes by the laboratory.

Documentation of employee continual behavior observation is being documented on a quarterly basis rather than annually as previously required.

7 ~

An administrative cut-off level for alcohol has been established as

.02% BAC.

Personnel who register at this level or above will not be allowed entry into the Plant protected area until such time as their level is below.02% BAC.

In addition, BAC levels will be extrapolated at

.016%

BAC per hour from the time of Plant entry or start of scheduled work time for personnel who test at a level of.02%

BAC or higher.

The population of personnel with unescorted access has decreased by 702 persons from 2741 to 2039 since the last reporting period.

During the same period the number of positive test results decreased from 22 to 6.

This decrease in positive test results is considered to be a result of management's continued reinforcement of the FFD policy, personnel training regarding Plant FFD requirements and consequences due to failure to comply.

The canine program continues to be a constant reminder to Plant personnel of Cook Nuclear Plant's determination to maintain a

drug free work environment.

Regular drug surveys of Plant property are conducted by the canine unit in addition to anti-drug presentations to local

schools, other community organizations and participation in the local youth fair.

The canine unit is available to local law enforcement agencies at their recyxest to assist in law enforcement efforts to curtail the influx of illegal drugs.

10.

An administrative random chemical test pool has been established for collection site personnel and Medical Review Officers.

The operation, selection and notification process for the administrative pool is conducted identical to that of the random pool reguired by regulation.

11.

No appeals of positive test results were received during this reporting period.

12.

No events were reported as required by 10 CFR 26.73 during this reporting period.
