LhJe tUQLAR RfQ4gQQ COAWtSSQg This letter summarizes our discussions with members of your staff concerning inaccuracies in the June 16, 1981 Safety Evaluation Report (SER) of the Donald C.
Cook Plant Auxiliary Feedwater System (AFS).
The explanations we were given are provided below:
1)
Two typographical errors in the cover letter:
a)
June 1,
1980 letter referenced should be June 1,
1981 b)
NUREG-0736 should be NUREG-0737 2)
Page 2 of the SER states that the steam generator level in-strumentation at D.
C.
Cook "must be" in conformance with Regulatory Guide 1.97 and implemented on the Regulatory Guide schedule.
The NRC intended this statement to be an indication that this "wi11 be" required in the future,not at the present time.
3)
Page 5 of Franklin Institute's report incorrectly states that the FMO valves for the motor driven pump are normally closed.
These valves are normally open receiving a signal to open when the pump is challenged.
4)
On Pages 6,
7 and 8, Franklin quotes IEEE-279-1971 and IEEE-323-1974 standards from our submittals.
We never listed the applic-able year of the standards in the. submittals.
Actually, the Cook Plant AFS actuation and control system is designed to the IEEE-279-1969 - Draft and IEEE-323-1971 standards.

Page 9 of Franklin's report states that operability of the BOP inverter is required by the Technical Specifications.
We spe-cifically clarified and corrected this in our letter of January 23, 1981, No. AEP:NRC:00307F.

The deadline for installation of AFS flow transmitter was re-vised from January 1,
1981 to be "... compatible with the NUREG-0737 implementation schedule" in our response of January 8, 1981, letter No. AEP:NRC:0398.
We have been told by members of your staff that these inaccuracies have no impact on the conclusions reached in the SER and that, as such, a revised SER will not be issued.
This letter, then, documents our discus-sions and corrects the record.
