This letter is in response to T.

M. Novak's letter to John E.

Dolan dated February 24, 1981 which we received on February 27, 1981.

Attached to the subject letter was a copy of the NRC staff's partial review of the Cook Plant responses to IE Bulletin 79-01B concerning the environmental qualifica-tion of Class lE safety-related equipment.

Mr. Novak requested that we review the attachment to his letter and provide a written statement supporting the continued safe operation of the Donald C.

Cook Nuclear Plant.

We have reviewed the NRC partial review report and have concluded that the continued safe operation of the D.

C.

Cook Nuclear Plant is adequately assured.

Our initial review of the NRC list of potential deficiencies leads us to the same conclusion that we stated in our second set of responses to IE Bulletin 79-01B (AEP:NRC:0356A); that is, to the best of our knowledge, the list of equipment we have provided is complete and proof of environmental qualification as defined in our licensing basis exists in all cases with the exceptions which we ourselves have pointed out in our submittals.

For all exceptions, either justification is provided for not requiring qualification and/or plans for equipment replacement have been indicated.

Further, for the few cases where equipment replacement was planned, justification for continued operation was provided.

In consequence we have no option but to express our perplexity at the large number of items which you have listed.. 0 Q

In accordance with our understanding of the contents and intent of the Bulletin, our submittals have included all components/equipment mentioned in our LOCA and HELB emergency operating instructions that are exposed to an adverse environment.

Hence, we did not provide a list of all display instrumentation.
