Dear Mr. Denton:

The purpose of this letter is to transmit two (2) revised pages which correct errors of an administrative nature in A'ttachment 1 of our submittal dated January 8,

1981 (AEP:NRC:00398).

The revisions are indi-cated by bars in the right hand margin and should be inserted into Attachment 1

to our AEP:NRC:00398 submittal, replacing its corresponding page which is to be discarded.

The correction on page 3 is due to the fact that the review of plant surveillance testing data is conducted by the supervision for the department responsible for conducting the surveillance test.

The performance of plant surveillance testing and review of the data is not limited to the Operations Department as the original wording in Attachment 1 might have implied.

On page 13 we inadvertently omitted the proposed implementation date for the silver zeolite cartridge purge unit to be installed in the basement area (Item b of our response) by January 31, 1981.

The actual installation of this equipment took place on January 13, 1981.

We hope that these revisions will not cause any inconvenience during your review effort.

A formal new procedure which meets the requirements stated in Itc~ I.C 6 has been implemented at the Plant-for ttie handling of non-, NRC Notices, such as NSSS Vendor Notices,

'and INPO Notices.

Consistent with ifie requirements for an 'Operatin'g Exp'erience Assess-ment'roup as outlined in iir. Denton's October 30, 1979 letter to all operating nuclear plan'ts, procedures for handlin'g NRC, vendor and industry-related notices will be modified to directly involve the.'STA in office duty'n an immediate safety assessment function.

If it is found that the notice

All NRC, vendors, industry and internal Cook Plant Notices will be reviewed by the

below, Conducting surveillance on the Reactor Protection and Engineered Sdre-guar s System during plant operation requires Shift Supervisor or Opera~:-'"",po,',;.'>q Fngineer approval prior to start.

Plant surveillance testing is in accordance with approved schedules and procedures.

Oata are reviewed by the responsible department's supervision performing the survei.llance.

The dai ly master schedule for completion of equi red surveillance is reviewed by 'the Operating 'Engineer or Shift'perating Eng'ineer to determine current status.

Clearance Permits to remove essential equipment fromservice are prepared by an Operating Engineer or by the Shift Operating Engineers.

To insure that the ControlRoom is aware of equipment status, the permits are sent to the Unit Supervisor who directs their implementation.

Return to service is in the reverse order of the above with the final acceptance for system operation being made by the Operating Engineer or Shift Operating Engineer.

System lineup of the safety-related system requires independent verification of valve lineup after it has been out of service for maintenance or following surveillance testing.

In addition, there are available for. use throughout the';plant ten Eberline RAS-1 regulated air samplers, which accept either TEDA impregnated charcoal or SIlver Zeolite cartridges.

In addi'tion to the equipment normally available in We regular radio-

'.chemistry counting'acility, the'.following analysis equipnent is available or analysis o-the Silver Zeojite cartr'idges that might M used in an emergency:

a.

A 4" x 4" NaI crystal connected:to a Packard 1024 channel i~)CA is located in the 1'ow background counting facility.

b.

In the basement assembly area there will, by 1/d3I/81, be a cartridge purge

'ni,t consisting of a T-size bottle of 'dry nitrogen, regulator,, cartridge

holder, and associated piping to permit purging ~f Silver Zeo'iite or;charcoal cartridges with dry nitrogen.

c.

Located in the basement assembly area is an Eben,ne NS-,2 single channel

analyzer, calibrated to 365 Ke~l, connected'o a 2" x 2" NaI crystal: in a 2' lead shield.'designed 'for counting in TEDA-charcoal or Silver Zeolite cartridges.

1981 which will allow us sufsicient time to complete our review efforts.
