Dear Mr. Denton:

This letter responds to Mr. Steven A. Varga's letter of September 19, 1980 which we received on September 26, 1980.

Mr. Varga's letter requested additional information concerning the subject topic of this letter.

Our initial plan was transmitted to you on November 9, 1979 with our letter AEP:NRC:0308.

Since then we have been reviewing the emergency planning criteria issued by the NRC and FEMA contained in such documents as NUREG-0610, NUREG-0654, and in the changes to 10 CFR 50 and to Appendix E to 10 CFR 50.

Our intention was to resubmit our revised emergency plan in accordance with the schedule identified in the Final Rule 10 CFR Part 50, i.e.:

January 2, 1981.

Our revised emergency plan will address the planning objectives identified in NUREG-0654, the final version of which is expected to be issued for use by FEMA in mid-October to early November.

The date requested in Mr. Varga's letter gives us practically no time in which to complete the changes to our plan, and to address the new changes being made by FfMA to NUREG-0654.

Denton, Director AEP:NRC:0308A In addition, the State of Michigan and Berrien County (where our, facility is, located) are also updating their emergency plans to the latest revisions of NUREG-0654 and incorporating some small changes recommended by FEMA following a highly successful emergency exercise conducted for our facility on October 9, 1980.

This process will not be completed by November 25, 1980, the date requested in Mr. Yarga's letter.

Hence, we wish to inform you by this letter that our revised plan will be submitted to your office by January 2, 1981, and that it will be responsive to the questions in the attachment to Mr. Varga's letter.
