This refers to the inspection

conducted

by Messrs.

A. Dunlop,

G. Replogle,

W. Pegg,

and

D. Roth of this office on February

23 through March 5,

1993.

The

inspection

included

a review of activities for your D.

C.

Cook Nuclear

Power

Plant, Units

1

and 2.

At the conclusion of the inspection,

the findings were

discussed

with those

members of your staff identified in the enclosed

report.

The areas

examined during the inspection

are identified in the report.

These

areas

consisted

primarily of a review of the

D.

C.

Cook program for inservice

testing

( IST) of pumps

and valves

and of the effectiveness

of the program

regarding the performance of check valves.

Within these

areas,

the inspection

consisted

of a selective

examination of procedures

and representative

records,

observations,

and interviews with personnel.

During this inspection,

certain of your activities appeared

to be in violation

of NRC requirements.

However,

as described

in the enclosed

inspection report,

you identified this violation.

Therefore,

the violation will not be subject

to enforcement

action because

your efforts in identifying and correcting the

violation meet the criteria specified

in Section VII.B of the

"General

Statement of Policy and Procedures

for NRC Enforcement Actions," (Enforcement

Policy,

10 CFR Part 2, Appendix C).

In addition,

two unresolved

issues

are identified in the report.

These

issues

concern your use of the

pump curves for IST without relief from ASME Section

XI Code requirement

and your exclusion of the closed safety function for

several

safety injection and component cooling water check valves from the

IST

program.

You are requested

to respond to these

issues within 60 days of your

receipt of this report.

Your response

should include your evaluation of these

issues

and, if applicable,

your intended corrective actions.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter, the enclosure,

and your responses

to this letter will be placed

in the

NRC Public Document

Room.
