This refers to the routine safety inspection
conducted
by J.
A. Isom and
D. J. Hartland of this office on September
16,
1992, through October 27,
1992,
of activities at the Donald
C.
Cook Nuclear -Plant, Units
1 and 2, authorized
by
NRC Operating
Licenses
and to the discussion of our
findings with A. A. Blind and others of your staff at the conclusion of the
inspection.
This refers also to
a routine management
meeting conducted
at the
plant site
on October
22,
1992.
Areas
examined during the inspection
are identified in the report.
Mithin
these
areas,
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observation of
activities in progress.
Items discussed
at the management
meeting are also
summarized.
During this inspection period, failure to perform increased
emergency diesel
generator
surveillances
based
on
a number of previous failures
was
a violation
of NRC requirements.
However, the violation will not be subject to
enforcement
action because
the criteria specified in Section
V.A of the
"General
Statement of Policy and Procedure for NRC Enforcement Actions,"

CFR Part'2,
Appendix C, (1992)),
were satisfied.
The circumstances
surrounding the missed diesel
generator
surveillances
are discussed
in paragraph
5b of this report.
One unresolved
item and two inspector followup items were identified and are
discussed
in the enclosed report.
These matters will be inspected further
during future inspections.
In accordance, with 10 CFR 2.790 of 'the Commission's regulations,
a copy of
this letter and the enclosed
inspection report
be placed in the
NRC Public
Document
Room.
