Dear Dr. Murley:

Reference:

Letter, J.

F. Stang (NRR) to E. E. Fitzpatrick (AEPSC),

"Donald C.

Cook Nuclear Plant, Units 1 and 2, Reactor Protection System Instrumentation Replacement,"

May 6, 1992.

In the referenced letter, the NRC requested that we provide detailed information, on 1),,

how we. will, operate, r maintain, and provide qualified'eplacements, parts, for, the existing reactor protection system instrumentation (RPS) in the short term and 2), our long-term plans regarding an RPS upgrade.

The following information is provided in response to that request.

With respect to short-term considerations, specific details on how we will operate and maintain our present Foxboro analog instrumentation were presented to and discussed with your staff during a meeting held in Washington, DE C.

on April 21, 1992.

The life extension and maintenance program that is being implemented is made up of a number of elements.,

These include actions to evaluate historical data and monitor current failure data by frequency and RPS module type, project future repair and replacement needs, repair and return failed modules, and support inventory and replacement needs with substitute modules manufactured by another vendor.

Each of the above activities was, addressed in detail during the April 21, 1992, meeting...

Based on follow-up discussions and concurrence of, the Project Manager, it isunderstood.that, there, are no remaining o'pen~items, that need to,be addressed.-

Dr. T.

E. Murley 2

AEP:NRC:1159D During the April 21,

1992, meeting we also presented our long-term plans for replacing the present analog instrumentation with a

digital Foxboro microprocessor line of instrumentation.

As a

follow-up to an April 21 meeting commitment, letter AEP:NRC:1159B, dated May 1,

1992, was submitted to formally request NRC review and approval of this upgrade project.

We also agreed to transmit by November 30,

1992, a majority of the engineering documentation needed for your staff's review and approval of this project.

A discussion was held with the Project Manager in late May. It was concluded that our May 1,

1992, letter closed out previously remaining issues regarding our long-range RPS upgrade plans.

Pursuant to the agreements reached in that conversation, no further information is necessary on that subject.

Sincerely, E.
