By letter dated September 4,

1991, Indiana Michigan Power Company (IHPC) provided formal documentation and requested NRC approval of proposed modifications to the existing Foxboro reactor protection system (RPS) instrumentation at the D.

C.

Cook Nuclear Power Plant Units 1 and 2.

The modifications consisted of replacing the existing analog instrumentation system'ith a new digital microprocessor line of instrumentation manufactured by Combustion Engineering.

The licensee stated that the modifications were necessary due to the increased maintenance required on the existing Foxboro RPS and the difficultly in obtaining replacement parts.

By letter dated February 25,

1992, IHPC requested the NRC staff to discontinue review of the proposed RPS instrumentation replacement, because American Electric Power Service Corporation (AEPSC) has elected not to continue with Combustion Engineering as the vendor for the subject project.

In addition, IHPC indicated an alternate vendor has not been chosen and as a result the replacement of the RPS instrumentation has not been selected.

Based on the February 25, 1992 letter, the NRC staff will discontinue the review of the proposed RPS instrumentation replacement.

Therefore, we consider TAC Nos.

H80119 and H80120 closed.

However, the NRC requests IHPC to provide detailed information on how IMPC will operate,
maintain, and provide qualified replacement parts for the existing RPS instrumentation in the short-term and the long-term plans for the RPS instrumentation at the D.

Cook Nuclear Power Plant Units 1 and 2.

The NRC requests that this information be provided for staff review within 60 days after receipt of this letter.
