Dear Dr. Hurley:
This letter and its attachments constitute a proposed revision to the 1991 Updated Quality Assurance Program Description (QAPD).
Host of the proposed changes are a result of a reorganization that consolidates the engineering and design activities under my authority.
We believe the reorganization provides a more unified focus on the priorities associated with the:Cook Nuclear Plant.
We believe that only one of the proposed changes constitute a
reduction in previous QA program commitments.
In Section 1.7.7.2.7, the PNSRC's and Plant Hanager's reviews of contractor procedures have been deleted to be consistent with Technical Specification 6.5.1.6.
Technical Specification 6.5. 1.6 was previously approved by the Nuclear Regulatory Commission (Amendments 138 for Unit 1 and 125 for Unit 2, dated Hay 23, 1990).
Similarly, clarifications are proposed for Sections 1.7.2.2.4 and 1.7.3.2.2.
Attachment 1 to this letter addresses each of the specific changes (other than the general repagination).
The proposed changes can readily be identified by the highlighting in Attachment 2, which is the proposed QAPD.

This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
