Enclosed for your review, prior to our scheduled meeting of triarch 26, 1991, is the Initial SALP 10 Report for the Donald C.

Cook Nucl'ear Plant, covering the period September 1, 1990.through December 31, 1991.

In accordance with NRC policy, I have reviewed the SALP Board Assessment and concur with their ratings.

It is my view that your conduct of nuclear activities in connection with the Donald C.

Cook facility reflects adequate sensitivity to nuclear safety.

Other specific highlights of the report are set forth below:

1.

The Category 1 ratings in the areas of Security and Emergency Preparedness were the same as in the previous assessment.

You are to be commended for the continued high level of performance in these areas.

2.

The Category 2 rating in the area of Plant Operations is a decline from the Category

1. rating of the previous period.

Although overall performance in this area was strong, there were a

number of issues, some repetitive, that contributed to this lower rating.

Some weaknesses in knowledge and implementation of Emergency Operating Procedures

occurred, showing your efforts to maintain superior performance in this area have not been fully effective.

Some of the fire protection requirements were not being adhered to, an issue identified in the last SALP period that showed little improvement.

Finally, there were a few examples of operator inattentiveness during shutdown periods which had rot previously occurred.

The Category 2 ratings in Maintenance/Surveillance and in Engineering/Technical support reflect improvements over the Category 3

ratings of the previous period.

The improvements observed during this assessment period reflect the increased management involvement in development and implementation of programmatic improvements for these areas.

The area of Radiological Controls was again assigned a Category 2 rating; however, actions taken and underway in this functional area are notable

,.and commendable.

Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the Initial SALP Report will be placed in the NRC's Public Document Room.
