Dear Dr. Murley:
This letter is submitted pursuant to a request made by members of your staff during a telephone conference held on January 9,
1992.
The telephone conference involved your staff's review of our submittal of February 15, 1991 (AEP:NRC:1071N) in which we proposed changes to the technical specifications regarding spent fuel pool criticality.
Specifically, we were asked to ensure that the NRC staff's conclusions regarding the environmental impact of extended burnup
- fuel, published in Volume 53, Number 39 of the Federal
~Re later on Pebruary 29, 1988 is applicable to the Donald C.
Cook Nuclear Plant fuel assemblies.
We have reviewed the specified Federal Re ister notice, as well as the assessment of environmental impact prepared by the Office of Nuclear Reactor Regulation included with a
memorandum from F. J. Miraglia, Jr.
(NRR) to J. Scinto (OGC) dated July 7, 1988.
We conclude that these environmental assessments are applicable to the fuel assemblies in use at the Donald C.
Cook Nuclear Plant.
These assessments demonstrate that the use of extended burnup fuel would not involve any significant radiological or non-radiological environmental impacts.
