PRESSURIZER SURGE LINE THERHAL STRATIFICATION, NRC BULLETIN 88-11, DONALD C.

COOK NUCI.EAR PLANT, UNITS 1 AND 2 (TAC NOS.ITtt2125 AND/82126)

The NRC staff and its consultant, Brookhaven National Laboratory, have completed their review of the Westinghouse Owners Group (WOG) report (WCAP-12639) on generic detailed analysis of pressurizer surge line stratification.

The staff concluded that the methodology used to analyze and evaluate the stress and fatigue effects due to thermal stratification and thermal striping was acceptable.

However, for the 43 plants included in the WOG generic analysis, only 15 plants demonstrated acceptable stress and fatigue usage in the surge

'ine.

Although the results" of: the,WOG generic: analys'is.

cannot: be:- used to, satisfy Actions 1.c and 1.d of Bulletin 88-11 for your facility, a copy of our review of WCAP-12639 that was sent to the WOG is being provided for your information.

The Safety Evaluation provides some gu.idance for the 28 Westinghouse. plants that could not be shown acceptable by the WOG generic analysis.

By letter dated Harch 19, 1991, you submitted a plant specific structural analysis (WCAP-12850) for the Donald C.

Cook Nuclear Plant, Units 1 and 2 as required by the, enclosure.

The analysis provides the basis for a conclusion that'your:facilities conform.to.the..requirements. of ASHE Code. Section-III, including both stress limits and fatigue usage, for 32 Effective Full Power Years of operation of each unit.

The displacements and support loadings for the surge line were verified and found acceptable.

No need for modifications to plant piping, procedures, or operational practices was indicated.

The submittal of the plant specific analysis satisfies Item 1.d of Bulletin 88-11.

Therefore, Bulletin 88-11 is considered complete to your facilities.

As stated in Item 3 of the Bulletin, your analyses as well as supporting records and documentation...should be,.appropriately. maintained. for. audit purposes..
