Dear Dr. Murley:
In our January 15, 1991 letter, among other changes, we requested to revise T/S 4.8.1.1.2.e
~ 2, which concerns diesel generator operability, to insert the term "steady state" as follows:
Verifying the generator capability to reject a load greater than or equal to 600 kw while maintaining steady state voltage at 4160 + 420 volts and frequency at 60 + 1.2 Hz."
We inserted these words to clarify the T/S so that, when the 600 kw load is dropped, the operator ignores the initial oscillation of the needle on the control room panel instruments that read voltage and frequency.
Using that initial oscillation of the instrument could cause the diesel generator to fail the surveillance when it is in fact operable.
This could occur even though the implementing procedure specifies the use of a pin recorder or visual recorder, which more accurately measure voltage and frequency, when performing the surveillance.
The purpose of this letter is to withdraw our request to revise T/S 4.8.1.1.2.e.2, as submitted in our letter AEP:NRC:1142 dated January 5,
1991.
This request is made based upon discussions with the NRC Project Manager.
It is noted that the other changes requested in this letter were issued as Amendments 155 (Unit 1) and 139 (Unit 2).
