Dear Dr. Murley:
Pursuant to conversations with your staff on October 2, 1991 and October 16, 1991, this letter is being submitted to correct Technical Specifications (T/Ss) pages 3/4 3-10 (Unit 1) and 3/4 3-9 (Unit 2) for the Donald C.
Cook Nuclear Plant.
Attachment 1 to this letter provides the corrected pages.
These corrections also affect our submittal AEP:NRC:1140, currently under NRC review, in which we request to deactivate the boron in]ection tank.
- Thus, Attachment 2
contains these same pages corrected for submittal AEP:NRC:1140.
In
- addition, we wish to submit other corrections to our submittal AEP:NRC:1140.
These corrections are for typographical errors and to add additional index pages.
Attachment 3 contains the additional corrected pages for our submittal AEP:NRC:1140.
The corrections being made in Attachments 1 and 2 are associated with Amendments 139 (Unit 1) and 126 (Unit 2).
These amendments were issued on June 27, 1990 in response to our letter AEP:NRC:1078 dated March 29, 1989.
The specific corrections are described below.

3 4 3-10 Page 3/4 3-10 issued with Unit 1 Amendment 139 on June 27, 1990 did not include the addition of a two-second time response for Functional Unit ll that was previously issued as part of Unit 1 Amendment 126.
Unit 1 Amendment 126 was issued on June 9,
1989 in response to our letter AEP:NRC:1067 dated October 14, 1988.
This amendment provided the T/Ss changes associated with operation of Unit 1 at reduced primary system temperature and pressure.
The proposed changes included the addition of a two-second time response to Functional Unit 11 of T/S Table 3.3-2 (page 3/4 3-10).
Because our March 29, 1989 submittal, which resulted in Unit 1 Amendment

T. E. Murley AEP:NRC:1167 as they existed at the time of submittal (i.e.,
pages as they existed prior to the issuance of Unit 1 Amendment 126),
the change to Functional Unit ll subsequently issued in Unit 1 Amendment 126 was not included in the proposed revised pages.
The time response surveillance test required by Unit 1 Amendment 126 is current, and administrative action has been taken to ensure the test continues to be performed.

3 4 3-9 Page 3/4 3-9 issued with Unit 2 Amendment 134 did not include an administrative change to Functional Unit 2 that was previously issued as part of Unit 2 Amendment 126.
Unit 2 Amendment 134 was issued on August 27, 1990 in response to our submittal AEP:NRC:1071E dated February 6,
1990.
This amendment made changes to the T/Ss associated with the Unit 2 Cycle 8
- reload, and included a change to Functional Unit 2 on page 3/4 3-9.
Because our February 6,
1990 submittal, which resulted in Unit 2 Amendment 134, was based on the T/Ss pages as they existed at the time of submittal (i.e. pages as they existed prior to the issuance of Unit 2 Amendment. 126),
the change to Functional Unit 2 subsequently issued in Unit 2 Amendment 126 was not included in the proposed revised pages.
As previously noted, Attachments 2 and 3 contain corrected pages for our submittal AEP:NRC:1140.
We would point out that these changes are purely administrative.
The corrections in Attachment 2 have previously been through the Sholley process and have been approved and issued by the NRC.
The changes in Attachment 3 are merely editorial corrections.
Consequently, we do not believe that the letter AEP:NRC:1140 requires an additional public comment period.
In compliance with the requirements of 10 CFR 50.91 (b)(1), copies of this letter and its attachments have been transmitted to Mr. J.
R.
Padgett of the Michigan Public Service Commission and to the Michigan Department of Public Health.
This document has been prepared following Corporate procedures that incorporates a reasonable set of controls to ensure its accuracy and completeness prior to signature of the undersigned.
