Dear Mr. Fitzpatrick:
The U. S. Nuclear Regulatory Commission recently received, information concerning activities at the D.
C.
Cook Nuclear Plant (RIII-91-A-0073) which we are requesting you to review.
Specifically, concern was expressed in two areas:
selection of instrument -and control
( I8C) technicians for promotion to senior technician, including concern about potential improprieties in the content and grading of the associated examinations;
- and, ISC technician training program inadequacies, as reflected by technician inability-to pass Senior'echnician exams.
..We have concluded that the current information does not involve a specific, identified safety concern and it does not directly involve matters which fall within our regulatory jurisdiction.
Therefore',
upon completion of your
- review, a simple notification to the.Senior Resident Inspector should serve to close this matter.
We request a written notification in response from you,
- however, should your review identify any examples of promotion of unqualified technicians.
4 We, request that any response contain no personal privacy, proprietary, or safeguards information. so it can be released to the public and placed in the NRC Public Document Room. 'f necessary.,
such information shall be contained in a separate attachment which will be viithheld from public disclosure.
The affidavit required by 10 CFR 2.790(b) must accompany your response if'roprietary information is included.
The response requested by this letter is not subject to the clearance procedures of the Office of MIanagement and Budget as required by the Paperwork Reduction Act of 19SO, PL 96-511.
