This letter refers to the inspection
conducted
by Hrs.
S.
D. Burgess
and
others of this office on August
12 through 21,
1991.
This inspection at the
Donald C.
Cook Nuclear Plant, Units
1 and 2, included
an assessment
and
evaluation of your support
and implementation of maintenance activities.
Areas
examined during the inspection
are identified in the inspection report.
Within these
areas,
we selectively
examined
procedures
and representative
records,
made observations,
and conducted
interviews with your personnel.
Overall,
we concluded that implementation of the maintenance
program at the
Donald
C.
Cook Nuclear Plant
has
improved.
Your Haintenance
Improvement
Plan
had
made significant progress
compared to that noted in previous maintenance
inspections
and implementation of the
new programs
has
begun in earnest.
Management is committed to and supportive of continuing efforts at improving
maintenance
over the long term.
However,
because
many of the programs,
such
as the computerized
Nuclear Plant Maintenance
system
and the integrated
scheduling
process
were still in the early stages
of implementation,
effectiveness
could not be fully assessed.
No violations of NRC requirements
were identified during the course of this
inspection.
In accordance
with 10 CFR 2.790 of the Commission's
regulations,
a copy of
this letter, the enclosures,
and your response
to this letter will'e placed
in the
NRC Public Document
Room.
