In compliance with 10 CFR 26.71(d),
Fitness for Duty Programs, this submittal represents the Donald C.
Cook Nuclear Plant Fitness for Duty Program performance data for the six-month period from January 1, to June 30, 1991.
Attached are performance data sheets that include statistics on the various categories of testing, the substances tested for, the cut-off levels used, and the average work force populations during the reporting period.
In addition, we have included a brief summary of management actions.
We reported one event in accordance with 10 CFR 26.73;
- however, subsequent review by the medical review officer reversed the initial positive determination.
This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.

ATTACHMENT TO AEP NRC 1103 MANAGEMENT ACTIONS:
Management has seen the need for and approved a position for a plant Fitness for Duty (FFD) specialist.
This position will provide undivided attention to address the state of the plant's FFD program and ensure continued regulatory compliance.
To ensure continued employee confidence in our contract laboratory, a
decision has been made to include all lab technicians in the plant's random testing pool.
Special provisions have been made for the collection of samples and processing of specimens by an independent National Institute for Drug Abuse (NIDA) certified lab.
The plant has retained the services of a second NIDA certified laboratory to act as backup for our primary lab.
This lab has been audited by another licensee and a copy of the audit report has been received and reviewed by the Cook Nuclear Plant program administrators.
The Cook Nuclear Plant Medical Review Officer (MRO) has recommended, and the administrators have accepted, the participation of a third MRO.
This addition ensures MRO coverage under all circumstances and alleviates concerns regarding vacations,
- illness, and other special conditions.
Quarterly meetings continue to be held bringing together the program administrators, the MRO, the laboratory service personnel, and the collection site supervisor to discuss the state of the program and any issues or incidents of mutual interest.

Management has set a very rigorous goal to reduce the number of FFD incidents in 1991 by 50% of the total accrued in 1990.
The administrators hope to accomplish this by continued reinforcement of the plant's FFD policy and by maintaining a high visibility program through use of the K-9 program, posters, and pamphlets.
