Dear Dr. Murley:
Enclosed are two copies of the revised Indiana Michigan Power Company's Emergency
Response
Procedures as itemized on the enclosed document control acknowledgement letter.
New covers and tabs have also been included.
The manual has been reformatted for easier use
- and, as a result, revision bars have been omitted.
Text changes are described in the attachment to this letter.
The manual has been issued under a green cover, as opposed to the old blue cover, as a
precautionary measure so that the most current revision can be easily identified.
- Formerly, each procedure was given a separate revision number.
This required the entire procedure to be re-issued even when only one text change was required.
All procedures now have the same revision number (Revision 5).
In the future, only the affected page(s) within the manual will reflect the new revision number.
All other pages within the manual will retain the previous revision number.
Revision 5 entirely supersedes the blue covered manual.
Please note that two copies of the enclosure have also been directed to the Region III Administrator as requested and in accordance with 10 CFR 50, Appendix E, Section V.
These revised procedures do not decrease the effectiveness of the Donald C.
Cook Nuclear Plant Emergency Plan.
In accordance with the request made by the Document Control Desk, all personnel phone number information has been removed from the attached procedures.

Overall Manual Chan es All procedures were reformatted.
This includes procedure

Signatures no longer appear on each procedure.
A record of revision sheet is now included in the front of each manual.
The previous procedure entitled "Cook Energy Information Center Emergency
Response
and Activation and Operation of the Emergency News Center" (IERP 3.0) has been divided into two separate procedures.
This makes the procedure easier to use.
The procedures are entitled "Cook Energy Information Center Emergency
Response
and Activation and Operation of the Emergency News Center" (IERP 2.01) and "ENC Diagrams and Miscellaneous Information" (IERP 2.02).
The previous procedure entitled "Activation and Operation of the Joint Public Information Center (JPIC)"
(IERP 7.0) has been divided into two separate procedures.
This makes the procedure easier to use.
The procedures are entitled "Activation and Operation of the Joint Public Information Center (JPIC)"
(IERP 3.01) and "JPIC Diagrams and Miscellaneous Information" (IERP 3.02).
Call-out lists previously contained in IERP 9.0 are now listed in IERP 6.02.
Tabs now separate each call-out list to make the manual more user friendly.
The facility used for our JPIC formally changed names and is changed throughout the manual.
The new facility name is the Lake Michigan College Mendel Center (LMCMC).
Our JPIC is still physically located in the same facility but the exact location within the facility has changed.
- Drawings, diagrams, and text within the manual have been revised to reflect the changes.

This item is no longer applicable with the new manual layout.
Page 1-7, Section 5.3.2; Added statement that manuals will be issued to all applicable emergency response facilities and to other individuals whose emergency role requires the manual.

This information is no longer valid.
