Dear Mr. Davis:
In our letter dated March 28, 1991 (AEP:NRC:1149) we requested a
temporary regional waiver of compliance with certain sections of our Technical Specification (T/S) limiting conditions for operation (LCO) associated with the Cook Nuclear Plant Unit 1 chemical and volume control system (CVCS).
The waiver request was made in order to repair a body-to-bonnet leak in valve No. 1-CS-536 installed in the Unit 1 CVCS cross-tie during power operation.
The waiver request was intended to preclude an unnecessary shutdown of the unit.
Subsequent to our request of March 28,
- 1991, an operational problem unrelated to the leaking CVCS cross-tie valve has been identified.
In order to correct the identified problem (increasing combustible gas level in the Unit 1 main transformer) a planned shutdown of Unit 1 is scheduled to commence on April 20, 1991.
The CVCS valve 1-CS-536 repairs will be completed during this outage, and consequently with the unit shut down the temporary waiver of compliance is no longer necessary.
We therefore hereby retract the March 28, 1991, request for a temporary regional waiver of compliance.
