Cook Nuclear Plant Units 1 and 2 Pressurizer Surge Lines, Considering the Effects of Thermal Stratification," (non-proprietary version) dated January 1991 On December 20, 1988, the NRC issued Bulletin No. 88-11, "Pressurizer Surge Line Thermal Stratification." In the bulletin, the NRC requests all addressees to establish and implement a program to confirm pressurizer surge line integrity in view of the occurrence of thermal stratification, and requires them to inform the staff of the actions taken to resolve this issue.

In our letter,.AEP:NRC:1086C, dated January 30, 1991, we indicated that we would provide a plant-specific analysis of the pressurizer surge line.- This submittal transmits the plant-specific analysis of the pressurizer surge line for Donald CD Cook Nuclear Plant Units 1 and 2.

Murley AEP:NRC:1086B To satisfy the requirements and schedules of Bulletin No. 88-11, Cook Nuclear Plant participated in a program for partial resolution of this issue through the Vestinghouse Owners Group (WOG). The results of the VOG generic, detailed analysis were submitted to the NRC of by Vestinghouse'n WCAP-12639, dated June 1990 'pon completion the WOG generic, detailed analysis, we contracted Westinghouse to perform a plant-specific analysis of the Cook Nuclear Plant Units 1 and 2 pressurizer surge lines as required by NRC Bulletin No. 88-11.

The results of this plant-specific analysis performed by Westinghouse, as documented in References 1 and 2 (enclosed); have demonstrated that Cook Nuclear Plant Units 1 and 2 will meet the stress limits and cumulative usage factor requirements of the ASME Code for the duration of licensed operation (32 effective full power years). Three copies of References 1 and 2 are enclosed for your review and approval.

As WCAP-12850 contains information proprietary to Vestinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The enclosed Westinghouse authorization letter, CAW-91-132, contains the affidavit, along with the Proprietary Information Notice and the Copyright Notice. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in 10 CFR Section 2.790 paragraph (b)(4) of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations, Correspondence with respect to the copyrighted or proprietary aspects of the items listed above or the supporting Vestinghouse affidavit should reference CAW-91-132 and be addressed to R. P. DiPiazza, Manager of Operating Plant Licensing Support, Westinghouse Electric Corporation, P.O. Box 355, Pittsburgh, PA 15230-0355.

This letter is being submitted under oath pursuant to the provisions of Section 182a, Atomic Energy Act of 1954, as amended.
